Etsy is a bit like eBay, but it specializes in people selling arts and crafts, from hand sewn mittens to jewellery to works of art - basically if you make anything yourself - Etsy is the Venue to get it infront of the type of customers that will buy such things, as it is a community of craft lovers.
You don't need a website, a blog or any other kind of presence on-line to set up shop there, you just need you, your made stuff and ability to make things to sell that people will buy.
Maybe you love making ragdoll dogs for example, you find the section / niche where you can sell dog related items.
